I'm looking for a deep art generator[0] that takes an image and applies an artistic style (e.g. Van Gogh, Monet, ...) to it. It should be a free online tool or app, but I'm willing to pay a few dollars for high quality and high resolution output.
Is this[1] is state-of-the-art, and would be worth my while to run this code myself as opposed to using an online tool or app which may have lower efficacy? I would also need the appropriate rights to use the output image for my own purposes.
