Hi, everyone. I'm curious how serious people are taking the new California Consumer Privacy Act requirements that went into affect on Jan. 1st, 2020. To be honest I don't know much about it so I could be wrong, but from my reading it sounded like all web sites need either a toll free number or a web form that allows users to request all of their data and/or have it deleted. Even "modern", tech focused sites like Hacker News don't have this that I can see, so my question is am I miss interrupting the requirements, are companies not taking it seriously, or (most likely) something else I'm not knowledgable about? Thanks.

2nd edit: There is a phone number and an email address, but I'm the number is not toll free. It is unclear to me if this satifies the requirment or not. I'm assuming YC legal know more than me on this :) but my reading isn't lining up. Not trying to put HN out here, just trying to be as accurate as possible.
